The only removable pedestals are the light weight models, used in lake boats.

You could have an aluminum or Starboard plate made for the deck. The plate would be threaded. Unscrew the pedestal from the plate. You would have to attache and seal the plate to the deck . In any case, you would still have the screw holes facing skyward. I suppose you could put the screws back into the threads to plug the holes.

Most pedestals are bolted down and left in place. Many pedestals need re sealing after a few years, to avoid water intrusion and deck rot.

The following picture shows blind nuts that would be used underneath a deck or plate to thread your mounting bolts into.
